BES Work Program Specialist (37.5 hrs wk)

Southern NH Services, Inc. is seeking a capable NHEP Work Program Specialist who can assist with the oversight and evaluation of work programs for TANF-eligible families. The individual will also help with the monitoring of program changes and implementation issues as well as provide technical, administrative, research, and client support services to the Bureau of Employment Supports (BES). This full-time position is located in Concord, NH. Bachelor's degree from an approved college or university with a major study in social work, psychology, education, human services, sociology, counseling, behavioral science, business, program management or a related field. One (1) year of experience as an ECS or three years in social work, counseling, family services, education, staff training, employee development, employment counseling, human services, program monitoring and evaluation. Alternately: Associate’s degree from an approved college or university with major study in the above areas will be considered with 5 years’ experience or a combination of education and experience that demonstrates an ability to fulfill the duties of the position.

Preference given to candidates with at least 1 year's qualifying experience in employment or career counseling as well as researching data, preparing management reports, and positive customer service skills. High degree of computer literacy, particularly with spreadsheets; strong writing & organizational skills; ability to set priorities & multi- task; ability to work well as a Team member in a busy work environment. Starting wage of $18.58 per hour; 37.5 hour work week.


Job Summary:
The NHEP Employment Counselor/Work Program Specialist will assist with the oversight and evaluation of work programs for TANF eligible families and with the monitoring of program changes and implementation issues and provides technical, administrative, research, and client support services to the Bureau of Employment Supports (BES). This position is assigned to the Bureau of Employment Supports at DHHS State Office in Concord, NH.

Supervision Received:
Works under the supervision of the SNHS NHEP Field Support Manager assigned to oversee SNHS contract staff performance statewide. The position will also report on a day-to-day basis to the BES Administrator.

Supervision Exercised:
None.

Qualifications:
Bachelor's degree from an approved college or university with a major study in social work, psychology, education, human services, sociology, counseling, behavioral science, business, program management or a related field. One (1) year of experience as an ECS or three years in social work, counseling, family services, education, staff training, employee development, employment counseling, human services, program monitoring and evaluation or a combination of education and experience that demonstrates an ability to fulfill the duties of the position. Alternately: Associate’s degree from an approved college or university with major study in the above areas and three (3) years of experience as an Employment Counselor Specialist Trainee or five (5) years in social work, counseling, family services, education, staff training, employee development, employment counseling, human services, program monitoring and evaluation or a combination of education and experience that demonstrates an ability to fulfill the duties of the position.

Preference will be given to candidates with a minimum of one year of the above qualifying work experience to be in employment or career counseling as well as:

* Experience in researching data to solve work problems or answer management and customer inquiries;
* Experience preparing statistical, financial, and other management reports;
* Demonstrated ability organizing and maintaining client and contract records;
* Substantial expertise using e-mail, Microsoft Office Suite; database skills helpful;
* Evidence of positive customer relations and service;
* Ability to coordinate multiple tasks and set priorities on a daily basis.

License: Possession of a valid New Hampshire driver's license and/or have access to transportation for statewide travel.

General Responsibilities:

* Assists Administrator to monitor the operation of work programs and helps to identify and develop reports to measure the performance of programs throughout BES. Researches relevant publications, gathers data, reports and statistics to examine program information.
* Collaborates with BES staff on various statewide initiatives. Gathers performance data and various data tracking to produce reports indicating outcomes. Provides input on program and process improvements based on information assembled.
* Examines federal and state policy and program procedures to ensure consistent and accurate application of regulations, rules, and policies in the course of Bureau work.
* Ensures NHEP participants are engaged in program activities appropriately and agency program participation requirements are achieved, including determining individual program compliance that could result in the loss or increase of TANF benefits. Works with participant to resolve issues.
* Develops and maintains relationships with employers, service providers, educational institutions and community organizations to coordinate services to clients, develop employment opportunities, maximize available resources and promote community understanding.
* Plans and conducts orientations to inform NHEP participants of program benefits and responsibilities.
* Documents and maintains accurate case notes and individual case records to track individual progress and comply with state and federal regulations and policies.
* Administers, scores, and interprets standardized tests to NHEP participants to determine vocational aptitudes, interests, and skills.
* Conducts Employment Counselor Specialist (ECS) duties for clients at or beyond the 60 month lifetime limit for receiving TANF cash benefits. This includes thorough review of case status, client outreach, requesting and monitoring client verifications, outreach to department staff, verbal and written client follow-up, clear and concise case and RID notes of all contact.
* Provides back-up coverage for the TANF Abilities Specialist in the AIU as needed.
* Provides back-up coverage, either on-site or remotely, for other Employment Counselor Specialists (ECS) statewide as assigned
* Uses Word, Excel, or required database software to produce correspondence and ad hoc, monthly, and quarterly financial or program-related reports; uses regular mail and e-mail to communicate with internal and external customers and distribute reports, surveys and survey findings and other documents.
* Responsible for having adequate knowledge of all SNHS programs and to gather sufficient intake information to make referrals to other SNHS programs beneficial to the client and his/her family.
* Attends statewide meetings and staff training sessions as requested by the Bureau of Employment Supports (BES).
* Abides with all SNHS & DHHS Safety policies and procedures.
* Presents a professional and positive image as a representative of SNHS at all times.
* Performs all other duties as assigned by appropriate DHHS and SNHS supervisors.
